Turns out it's a TV show called Dispatches from Elsewhere, starring Jason Segel. The Philadelphia Inquirer says they've been shooting in the Curtis Center.
Idris Elba is also in town, working on his next movie, Concrete Cowboys. CBS Philly has footage of him on set in North Philly.
Previous productions dressed Philly buildings to look like New York buildings, parking New York police cars out front. It looks like these new productions are casting Philly as itself, which is nice to see.
